  2. Abstract Building community resilience has become a national imperative. Substantial uncertainties in dynamic environments of emergencies and crises require real‐time information collection and dissemination based on big data analytics. These, in turn, require networked communities and cross‐sector partnerships to build lasting resilience. This viewpoint article highlights an interdisciplinary approach to building community resilience through community‐engaged research and partnerships. This perspective leverages existing community partnerships and network resources, undertakes an all‐hazard and whole‐community approach, and evaluates the use of state‐of‐the‐art information communication technologies. In doing so, it reinforces the multifaceted intergovernmental and cross‐sector networks through which resilience can be developed and sustained.

  3. The local government’s continuous support is critical for the well-being of a community during disaster events. E-Government systems that establish and maintain ongoing connections with the community thus play a vital role in supporting crisis response and recovery. Such systems’ ability to adapt to the crisis circumstances and to address emergent needs helps them continue their fundamental functions during disasters. Considering various services might require different amounts and types of resources, prioritization strategies are helpful in determining the processing order of requests. This paper discusses the role of prioritizing services within an e-Government system, to better understand how such a system can be managed to best utilize available resources. The study examines how a well-functioning e-Government system, the Orange County, Florida 311 non-emergency service system, responded to the COVID-19 pandemic and how the changes in service operations requirements can affect service provision, specifically with respect to assigning or re-assigning priority levels.

In addition to their normal task of supporting community participation, engagement, and improved information access, information technology-based public service systems are also essential for maintaining critical services and providing effective communication with citizens before, during, and after emergencies. This study focuses on the impacts of disaster events on the operational performance of such service systems and discusses opportunities for managing service efficiency by rearranging and reallocating resources during emergencies. To the best of our knowledge, this is the first attempt to provide a practical method for improving the relative efficiency of public service systems in such a context. We suggest a Data Envelopment Analysis (DEA) approach for quantifying the relative efficiencies associated with service requests from an input-output-based standpoint, and discuss the Orange County (Florida) 311 non-emergency service system, in the context of the COVID-19 pandemic, as an example of how such operational efficiency can be managed during a disruption.

Human mobility studies have become increasingly important and diverse in the past decade with the support of social media big data that enables human mobility to be measured in a harmonized and rapid manner. However, what is less explored in the current scholarship is episodic mobility as a special type of human mobility defined as the abnormal mobility triggered by episodic events excess to the normal range of mobility at large. Drawing on a large-scale systematic collection of 1.9 billion geotagged Twitter data from 2017 to 2020, this study contributes to the first empirical study of episodic mobility by producing a daily Twitter census of visitors at the U.S. county level and proposing multiple statistical approaches to identify and quantify episodic mobility. It is followed by four case studies of episodic mobility in U.S. national wide to showcase the great potential of Twitter data and our proposed method to detect episodic mobility subject to episodic events that occur both regularly and sporadically. This study provides new insights on episodic mobility in terms of its conceptual and methodological framework and empirical knowledge, which enriches the current mobility research paradigm.

    The study of migrations and mobility has historically been severely limited by the absence of reliable data or the temporal sparsity of available data. Using geospatial digital trace data, the study of population movements can be much more precisely and dynamically measured. Our research seeks to develop a near real-time (one-day lag) Twitter census that gives a more temporally granular picture of local and non-local population at the county level. Internal validation reveals over 80% accuracy when compared with users’ self-reported home location. External validation results suggest these stocks correlate with available statistics of residents/non-residents at the county level and can accurately reflect regular (seasonal tourism) and non-regular events such as the Great American Solar Eclipse of 2017. The findings demonstrate that Twitter holds the potential to introduce the dynamic component often lacking in population estimates. This study could potentially benefit various fields such as demography, tourism, emergency management, and public health and create new opportunities for large-scale mobility analyses.

Abstract Building an interdisciplinary team is critical to disaster response research as it often deals with acute onset events, short decision horizons, constrained resources, and uncertainties related to rapidly unfolding response environments.  This article examines three teaming mechanisms for interdisciplinary disaster response research, includingad hocand/or grant proposal driven teams, research center or institute based teams, and teams oriented by matching expertise toward long‐term collaborations. Using hurricanes as the response context, it further examines several types of critical data that require interdisciplinary collaboration on collection, integration, and analysis. Last, suggesting a data‐driven approach to engaging multiple disciplines, the article advocates building interdisciplinary teams for disaster response research with a long‐term goal and an integrated research protocol.
